Do I need a passport to travel to Mexico?
U.S and Canadian Citizens: Must bring a government issued photo I.D and proof of citizenship (U.S birth certificate or naturalization certificate) or a passport for re-entry to the United States. Children, ages 18 and under only require a birth certificate. Non-U.S. Citizens: Either a Passport, I-94, Multiple Entry Visa or Resident Alien Card is required for re-entry to the United States.

Important Information
Department of Homeland Security will be requiring passports from US citizens crossing Mexican and Canadian borders by land or sea as of June 1, 2009, and will give 60 days notice before that requirement goes into effect. One of three things will happen before a legislated mandatory date of June 1, 2009 (issued by Congress in order to allow the Department of Homeland Security to make the change effectively and smoothly) arrives.
